The program develops scientific investigation to describe the biodiversity of marine and coastal ecosystems; it allows to recognize the processes of use and transformation of marine resources and environmental services they provide; to know and to use research techniques and procedures applied to Marine Biology; to formulate projects aimed to solving the problem of regional or national use and exploitation of resources of the coastal zone; to interact with productive sectors in order to solve marine science related problems; to develop proposals that contribute to the sustainability and conservation of marine and coastal resources in a framework of efficiency and relevance; and to control and to monitor projects for sustainable development and conservation of marine ecosystems.

Its workplace extends to those State agencies devoted to ensure the management and conservation of natural resources such as the Ministry of Environment and Sustainable Development, the Special Administrative Unit of Natural National Parks, the Autonomous Regional Corporations and for Sustainable Development, Incoder, Ministry of Agriculture and Rural Development, among others. In the same manner, in public and private universities leading processes of teaching and researching in various fields of marine science, or either as researchers at public and private research centers or at technology development centers and non-governmental organizations (NGOs).
